The ABA Section of Civil Rights and Social Justice is holding a program on Tribal Court in the 21st Century.  The program will include a diverse panel of experts who will provide practical advice for navigating the complex landscape of tribal jurisdiction in Indian Country and beyond. Participants will learn about the challenges of tribal court jurisdiction, with a particular focus on civil and criminal jurisdiction over non-Indians. The impact of the 2010 Tribal Law and Order Act and the 2013 Violence Against Women Act Reauthorization “Special Domestic Violence Criminal Jurisdiction” over non-Indians will be examined. Two recent Supreme Court decisions will also be examined – Dollar General Corporation v. Mississippi Band of Choctaw Indians (Supreme Court 4-4 tie affirmed 5th Circuit decision upholding tribal court jurisdiction to adjudicate on-reservation civil tort claims against nonmembers) and United States v. Bryant (Supreme Court unanimously upheld constitutionality of uncounseled tribal court conviction as predicate offense in §117(a) federal prosecution since it complied with Indian Civil Rights Act).

The program will be followed by a reception honoring Kirke Kickingbird  with remakrs by Larence R. Baca.
