Scholarship Funding for ALJ's Become a Priority at the NJC

The NJC is raising funds to send Administrative Law Judges to courses important to their positions.

This year, the NJC has received an exponential increase in the number of scholarship applications as a result of state revenues/budgets having an unheard of negative impact on both state courts and administrative law agencies. As courts/agencies experience reduced funding, education budgets are the first to be eliminated. With generous support from private donors and the Bureau of Justice Administration, the NJC has been able to provide scholarships to enable judges to obtain much needed education.

Unfortunately, there is currently a need for scholarships for Administrative Law Judges. Having used all scholarship funds available for ALJs, the NJC is seeking additional funding for ALJs to attend Administrative Law: Fair Hearing in August, the web-based offering of Ethics for the Administrative Law Judge in November, and Administrative Law: Fair Hearing during the Spring of 2010. To address this need, NJC is turning to private donors and foundations for scholarship assistance.

Dedicated, competent, well-trained administrative law judges (ALJs) are essential to justice being made available to all. It is difficult to imagine a citizen whose life has not been impacted by a decision reached by an ALJ. With rulings entered on subjects ranging from unemployment and workers’ compensation, motor vehicle license revocation and welfare, to water quality, business licensing and public utility regulation, it is likely that the average citizen will have contact with an administrative law judge more often than any other type of judge. To best serve justice, administrative adjudicators must be provided the highest level of training possible to ensure that the administrative hearing is fair and impartial, that fundamental tenets of due process are applied, and that rulings on complex evidentiary and procedural matters are entered with confidence.
